AAP Ppr^nn 4
D uring th e m onth of June th e B AASS adm inistrator,
m ade substantial progress on tw o m ajor real estate projects in line w ith
anticipated future B AASS needs.
(1 ) Underground Vault: Th e need for a h igh ly secure underground vault
operated by B AASS becam e apparent in line w ith a B AASS priority to
pursue and acquire recovered h ardw are and biological sam ples from th e
corporate w orld and/or from private individuals and groups located
elsew h ere, including in B razil. It w as recognized by th e B AASS
adm inistrator th at th ere w as no h igh ly secure facility at B AASS to store
exotic m aterial or tissue th at th e organization could obtain. Accordingly,
th e B AASS adm inistrator designed an underground facility to be located
in N orth Las Vegas at th e B igelow Aerospace facility. Th e ch osen
location is exceptionally w ell protected by perim eter fencing and razor
w ire, surveillance cam eras and 24 h our arm ed guards w h o are retired or
current m ilitary. Furth er, th e B AASS adm inistrator during th e m onth of
June designed and created arch itectural plans for a 5000 sq.ft
underground vault w ith 3 foot th ick w alls, ceiling and floor w ith a
concrete access tunnel leading to m ultiple security doors, at least one of
w h ich com prises a th ick vault steel door. Th e entire facility w ill be
located underground at th e B igelow Aerospace facility w ith over 1 5-20
feet of earth above th e structure. Any surface structures protruding
from th e ground w ill be extensively cam ouflaged. It is anticipated th at
subject to building perm its, th e new underground facility w ill be capable
of being occupied by late 2009 or early 201 0. M ore details on th is
project w ill be reported in th e June 2009 B AASS m onth ly report.

pace of B AASS personnel expansion (see previous section), th e

organization is close to outgrow ing th e current B AASS facility.
Accordingly, th e B AASS adm inistrator began planning for th is eventuality
late last year (2008 ) and in th e past several m onth s h as personally
visited and inspected close to fifty separate buildings for sale located in
different areas of th e Las Vegas Valley w ith a view to purch asing a new
facility for th e rapidly expanding organization. Th is length y, tim e
consum ing process culm inated in th e purch ase of five new office
buildings w h ich w ill be custom ized for B AASS personnel use. As of June
3 1 , 2009 th ese five buildings are now in escrow . It is intended th at th e
buildings w ill include a 5000 sq ft laboratory and secure ph ysical
evidence storage facility and a second building w ill contain a secure
conference room (SC IF) and adjacent office space for m ultiple
personnel. Th ese new buildings sh ould be capable of being occupied by
B AASS personnel by th e end of 2009.

B AASS h as C ontracted to Purch ase
Inform ation on UAPs from M UFO N
In February 2009, B AASS executed a Purch ase order w ith M UFO N th at
entitles B AASS to: (a) receive notification of significant reports on UAP sigh tings
from anyw h ere in th e United States w ith in h ours, (b) receive tim ely reports from
M UFO N investigators regarding investigations of th ese incidents (c) receive
ph ysical evidence (including ph otograph s, digital recordings, sam ples of soil,
insects, plants, and anim als) for scientific analysis. B AASS h as m ultiple
laboratories th at are ready to conduct forensic, ph otograph ic, m etallurgic,
ch em ical, isotope, biological, ch em ical analysis of any specim ens th at B AASS
receives from M UFO N .
B AASS h as already h ired a team of h igh quality top investigators w ith
extensive intelligence and law enforcem ent investigative experience. Th ese
investigators are currently located in Las Vegas and are trained to deploy as
"special forces" rapid reaction investigative team s th at are deployable anyw h ere
in th e United States if B AASS determ ines th at h igh value UAP cases w arrant
additional investigations. H ow ever th is investigative group is still too sm all to
cover th e geograph ic area needed in both th e United States and overseas.
Th rough out th e m onth s of M arch th rough June, it becam e apparent th at
th e num ber of cases th at M UFO N w as providing B AASS w as significantly low er
th an first agreed at th e beginning of th e purch ase agreem ent contract. At th e
sam e tim e, it becam e apparent th at M UFO N w as only spending about 50% of
th eir allotted stipend per m onth . Accordingly, at th e end of June 2009l^p /\/\p IPerson 4
Person 4 proposed to reduce M UFO N 's m onth ly stipend by 50% w h ile encouraging
th e organization to begin to use th e m oney th at rem ained unspent to m ake up
th e difference. B AASS proposed, as per th e purch ase agreem ent, th at th ere w ould
be a furth er review of M UFO N 's perform ance by th e end of O ctober 2009.

W e are in receipt of your letter dated June 25, 2009 regarding th e Purch ase
Agreem ent C ontract and suggested ch anges.
Let m e begin by saying th at w e at M UFO N are very pleased w ith th e positive
ch anges w e h ave been able to im plem ent as a result of our agreem ent. M ore
im portantly because of th e dedication of our tw o organizations w e now , for th e
first tim e, h ave a defined and repeatable process for quickly analyzing new cases,
triaging th em to determ ine th eir level of im portance, and quickly responding to
key cases w ith in h ours of being neported. Th is is a H UG E step forw ard for Ufology

and w ould not h ave h appened w ith out B AASS and M UFO N w orking togeth er
tow ards a com m on goal of rapid response.
In regards to your suggestion to m ove funding to a m id-term level, w e certainly
understand your rationale for w anting to do so. Please understand th at as w e
aggressively pursue oth er avenues of finding, and attracting, new cases th at our
support and deploym ent costs w ill rise accordingly. Four m onth s is a very sh ort
tim efram e to m easure incident and expense results considering w e w ere at
ground zero just four m onth s ago.
M UFO N accepts th e reduction in paym ents for th e next four m onth s w ith
supplem ental m onies to com e from th e initial funds allocated from February to
June 2009. W e h ope th at B AASS can reevaluate our m onth ly allocation in O ctober
2009 based on th e expected increase in expenses not only resulting from recent
ch anges to deploym ent criteria but also to increased M UFO N public exposure.
Again, w e are pleased to be providing services to B AASS and w orking togeth er to
solve th e UFO m ystery. O ur goal at M UFO N is to m ake th is a m utually beneficial
relationsh ip for m any years to com e.

Th is letter is to address th e status of th e M UFO N Purch ase Agreem ent contract th at w as
executed betw een B AASS and M UFO N in February 2009.
Firstly, w e are pleased to see th at M UFO N is m oving ah ead w ith plans to execute contracts
w ith TV and oth er m edia as a m eans of raising its national profile.
W ith regard to B AASS's view point on M UFO N 's perform ance to date, Section 7 .0 of th e
purch ase agreem ent defines th ree alternative scenarios based on th is June perform ance
review :
1 .1 Im m ediate term ination effective June 3 0, 2009, of th e contract for Seller's failure to provide th e
quality and quantity of inform ation to th e satisfaction of B uyer.
1 .2 C ontinuation of th e Agreem ent under th e sam e term s and conditions as agreed.
1 .3 C ontinuation of th e Agreem ent w ith a m erit-based increase in price for th e Product.
Th ere are tw o aspects th at h ave em erged from M UFO N 's m onth ly reports th at h ave caused
B AASS significant concern. Th ey are:
(1 ) W e note th at for th e m onth of February/M arch , M UFO N spent $ out of
$ allocated; in April, M UFO N spent $ out of $56,000 allocated; and in
M ay, M UFO N spent $ out of $51 ,000 allocated. Th erefore, it appears th at
B AASS is sending excessive sum s to M UFO N on a m onth ly basis.
1 1 ,01 4.3 7
7 4,666.67 23 ,8 03 .95
23 ,8 1 2.00
(2) W e feel th at M UFO N 's productivity does not m atch th e m onth ly contract aw ard. As of
m id-to late June, B AASS h as not received adequate num ber of cases to justify spending
$51 ,000 per m onth , nor h as M UFO N ram ped up its h iring rate to accom m odate th e
m onth ly $51 ,000 stipend as evidenced by th e fact th at th e m onth ly expenditures by
18 4 3 (a)(2)
1

M UFO N from April and M ay 2009 h ave reach ed a plateau at $23 ,8 03 .95 and $23 ,8 1 2.00
respectively.
For th ese reasons, w e propose a Ph ase II funding level betw een July 1 and O ctober 3 1 , 2009
of $25,500 per m onth . Th is sum , w h en added to th e unspent M UFO N allocations
(estim ated at approxim ately $1 20,000 for February/M arch , April and M ay 2009) sh ould be
m ore th an sufficient to alm ost double M UFO N 's present h orsepow er.
R egardless of th e above, w e believe th at th e accum ulation of large sum s of unspent m oney
w as not in th e spirit of th e B AASS-M UFO N purch ase agreem ent.
It m ay be argued th at M UFO N h as taken som e tim e to ram p up to th e present levels and
h ence could not spend th e allocated m oney. In response w e propose th at from July 1 -
O ctober 3 1 , if M UFO N com bines th e m onth ly stipend ($25,500) w ith a m onth ly portion of
th e unspent B AAS5 m oney, th en a net m onth ly sum of approxim ately $55,000 is available
for M UFO N 's operations. W e believe th at th is m ech anism w ill be adequate for M UFO N to
expand to a h igh er level of perform ance betw een July 1 and O ctober 3 1 , 2009.
B y O ctober 27 , 2009, w e w ill h ave anoth er opportunity to exam ine th e m onth ly contract
aw ard in ligh t of M UFO N 's progress in expanding its organizational productivity.
Sincerely
AAP Person 4 1
Adm inistrator, B AASS

A: ***** ***** <;> Qn a recen{ trjp wjth my partner heading towards B ig B end
State Park, just past Marathon Texas. While driving around noon on a sunny day
,1 noticed a shadow cross over the hood of the car. I thought it was probably a bird
casting a shadow. Within seconds out of the corner of my right eyes I saw
something very bright heading towards the passenger side of the window at a
rapid speed. I turned my head towards the passenger window and noticed that
my companion was staring out at the same object. It looked like a extremely
bright form with blowing arm like extensions faster than seconds it appeared to
pass thru the car. The entire car interior was white, absolute white, I could not
29

see anything outside nor inside, although I was still facing the passenger .The
stereo was on but I don't remember any sound either just glowing bright light.
I have no idea how long the form took to pass completely thru the car. The car
seemed to move back and forth with a jolt. The next thing that I remember is that
my hands grabbed the steering wheel and I turned towards my partner and said "
Why are we doing this." We apparently were still facing each other, he has a
terrified look on his face and shakes his head. I said "What happened ?" He said
something hit the car. I reached out and stopped the swinging motion of the cross
hanging from the rear veiw mirror. Realizing that the swinging motion supported
the fact that the car had moved violently. I look in the rear view mirror to see if
anything was behind the car, as if I had hit something. There is nothing behind us
.B oth of us turn and look out of the window trying to determine what had
slammed into the automobile. Nothing around us behind us . I almost stopped but
thought that whatever had hit the car might somehow somewhere be outside. I
slowed down still visually searching for some kind of animal, object, thing but
nothing seemed visible. Let me mention that it was around noon on a clear day. I
had a CLEAR mind and was in a calm mood. I am a logical person and do not seek
fiction in life. Factual and sensible. This is a occurrence that both my partner and
myself witnessed at the exact same time
[C ASE 1 68 1 4]
B: ft**** ***** c> My Partner and I were driving to B ig B end National Park on
vacation. We were about 50 miles south of Marathon, Tx on 38 5 heading south. It
was a clear day, and we were both well rested and excited about our trip. I was
gazing out the window at the mountains and the desert terrain. We had to be
doing about 8 5 mph. I was in the passenger seat. I noticed out of the corner of my
eye something extremely bright and moving fast toward the car. I saw what
looked like a teardrop shaped head for lack of better words with a thin line of
what appeared to be a shiny band of silver wrapped around the center. I thought I
saw what looked like a figure in a running man pose supporting the teardrop
head, but I couldn't be absolute because the entire thing was engulfed in an
indescribable white light, and was followed by light tracers. I don't know if the
figure or thing moved through the vehicle but as quickly as i saw the thing the cab
of the SUV was filled with the light. The vehicle moved in an upward circular
motion but never left the ground kind. The light exited the vehicle on the driver
side. I saw my partner who was driving look at me. He was pale white and
disoriented, and he said to me "What are we doing?". I said, "I don't know. "And
30

that was it. A Few things:# !.. The radio was playing in the car quite loud, however
when the light moved through the vehicle there was no noise, not even the sound
of the car on the road. # 2 When the light was in the vehicle, it was all you could
see. No definition to anything, just white light. After it was over I did not see spots
like one normally would after being exposed to UV lights. # 3 My partner was
driving the whole time, and never lost control. # 4 It was not cloudy, it was broad
daylight. # 5 There were no other cars in sight.# 6 There were no bumps or dips in
the road to excuse the motion of the vehicle.# ? No dust devils in sight before or
after.# 8 The vehicle was not damaged in any manner.# 9 We were completely
sober.# 10 We had the same experience with slight detail differences. # 11 We were
panicked right after it occurred, but shortly after we were very giddy.# 12 We
didn't discuss it much after the vacation was over, however when we got home,
every time we discussed it together we would get extreme anxiety. When we
discussed it separately with our friends we were okay.
IV. Additional D etails
Th ere w ere several details w h ich I w as able to obtain from th e interview th at
w ere not m entioned in th e C M S narratives. D uring th e close encounter w h en th e
ligh t engulfed th e veh icle, ***** described it as "being inside a m ayonnaise jar
but still able to breath e." H e also noticed tiny "dot sized", m etallic objects w h ich
appeared to be floating in th e ligh t.
in **+**'s descrjptjon of th e incident h e said th at" it w as like h aving w h ite paper
surrounding h im ." Th ey also said th at once th e encounter w as over, th ey felt
strange or "sort of out of it". As th ey continued to drive it w as several h ours
before th e full realization of w h at h ad h appened occurred to th em . According to
th e w itnesses description it m igh t indicate th at th ey w ere an altered state of
conscienceless as a result of th e encounter. Som etim es referred to as th e O z
ph enom enon as described in UFO literature.
Th e type of veh icle th at w as rented w as a 2008 B lack N issan R ouge M ini SUV. It
w as rented from H ertz at one of th e tw o Airports in H ouston, Texas. I h ave been
trying to obtain th e receipt for th e rental, but ***** w as unable to locate it as h e
h as just recently m oved. H e suspects th at it's in a box m ixed in w ith oth er
personal papers. W h en h e finds it h e w ill contact m e.
D ue to th e fact th at th ey do not know exactly w h ere th e encounter occurred,
th ere is no w ay to obtain exact G PS coordinates of th e site.
W itness testim ony indicates th at ***** and ***** h ad an unusual encounter.
Th ey appeared to be sincere and truth ful in th eir testim ony to th is investigator,
alth ough no ph ysical evidence w as obtainable at th is tim e.

4:1 5 PM (09 M ay, 2009) th is m eeting lasted until 1 2:45 AM (1 0 M ay, 2009).
Investigators took a break from 8 :00 PM to 9:1 5 PM for dinner and after dinner
18 4 3 (a)(2) w ent w ith ***** and in th eir truck to th e area w h ere th e sigh ting first

event. Th ey w ere both very excitable and "babbling" at tim es, both talking
excitedly at th e sam e tim e. It w as difficult to slow th em dow n and h ave th em talk

Th e event itself occurred on 05/07 /2009 around 9:1 8 PM . W itnesses w ere parked

***** w as vefy em ph atjc anc| noted to investigators th at h e grew up in Fallon
near th e N aval B ase area all of h is life and h as seen "every type" of aircraft, and
th ese did not resem ble th e usual norm al aircraft by any m eans.
***** decided to ch ase th e objects at th at tim e. H e drove N orth on Sandh ill R d.
3 .5 m iles to Lone Tree, th en w ent east w h en one of th e objects (boom erang

about five m iles on Lone Tree to Interstate 95, crossed 1 -95 w h ich becam e D epp

Also ***** note(j th at w h en th e object passed th em , sh e could see tw o
h orizontal "grills" on th e back of th e object. Investigator questioned h er furth er,
sh e said, "Y eah , like th e grills on a toaster or h eater" m eaning red glow ing h eating
elem ents.
Investigator notes th at th e objects w ere sh aped alm ost h orse sh oe, h aving tw o
rear ends and a "grill" on each end. Also ***** noted th at th e object "banked
like a plane w ould" and "m ade sm ooth m ovem ents like a plane w ould". Th ey
both also noted th at one of th e objects stayed to th e rear of th em at all tim es as if
to be w atch ing. Also it sh ould be noted th at th e m oon w as nearing full and w as
up th at nigh t according to th e w itnesses.
At th is point, ***** decided to grab h is dad's spotligh t and sh ine it on th e circling

Investigator and Witnesses - at alleged encounter site Depp Rd near 1-95
Later th at evening (09 M ay, 2009) th e investigators and w itnesses w ent to th e site
and exam ined th e truck tracks on D epp R d. in th e soft dirt. W e noted th at th e

Investigator tried to get ph otos during th e day th e next day, but th e tracks h ad
been covered up as th e w itnesses kept driving back to th e site.

Investigator m ade note of th e fact th at according to w itnesses, th e objects w ere
alm ost com pletely silent except for a sligh t h um at all tim es. Th e ligh ts w ere a
brigh t yellow /orange.
Also noted is th e fact th e D epp R d. location is near a dairy farm w ith several
h undred h ead of H olstein dairy cattle, a h erd of llam as, goats, dogs, etc. B oth
***** ancj ***** notec| very strongly th at th ere w as not a sound com ing from
any of th e anim als during th e incident, w h ich is unch aracteristic for farm anim als
at nigh t. Usually th ey are very "ch atty" and are constantly m aking sounds. Farm
dogs bark alm ost constantly at nigh t.
Also, since th e irrigation canal is alw ays full, th ere are a lot of insects,
(m osquitoes, gnats, m oth s, etc) during th is season, and th at nigh t N O insects
w ere seen or h eard during th e event. Th ey rem em ber th is because w h en th e
spotligh t h it th e canal and illum inated th e area, th ere w as noth ing. M oth s sh ould
h ave been attracted to th e spotligh t, but th ere w ere none.
Th ey dem onstrated th is to investigators on evening of 09 M ay, 2009 w h en th ey
w ere w ith w itnesses at D epp R d and SR 95 (9:45 PM ). Th ey sh ined th e spotligh t
on th e w ater of th e canal and flying insects could be seen above th e w ater and
landing on top of th e w ater. Also m oth s w ere attracted to th e spotligh t at th at
tim e. Th e w itnesses are farm kids and are very w ell aw are of nature and sounds
of natural activity.
Investigator noted th at ***** indicated h e h ad an IPod and th e cable for th e IPod
did not w ork prior to th e incident, but for som e reason it w as plugged into th e
cigarette ligh ter in th e truck during th e event. ***** told investigator th at
suddenly music began playing during the event. After th is event w as over th e
cable w as once again m alfunctioning as before.
According to w itness testim ony, th e next recollection th at both ***** and *****
h ad w as of driving N orth on SR 95, about th ree to five m iles from D epp R d.
***** iQ Q ^ed back jn th e rear view m irror and th e driver's side m irror and noted

distance. Th ere w as a sem i truck beh ind th em , and th e object w as beh ind and
above th at. Th en th e object disappeared.
It takes about 1 0 to 1 5 m inutes to go from Sandh ill R d to tow n. (Sandh ill R d is
about 8 .5 m iles from D epp R d) ***** and***** noted th at it took th em an
h our and tw enty m inutes to get back to tow n th at nigh t. Th ey th ough t th ey
parked on D epp R d for only five m inutes. Th ey now th ink th ey h ad to h ave been

lasted for one h our, but it w as one h our from th e beginning of th e D epp R d. event
to w h en th ey rem em ber driving into tow n, so th e w h ole event w as closer to one
h our and tw enty m inutes.
***** tQ Q k***** h om e and w ent to h is h ouse, (approxim ate tim e 1 1 pm ) Th ey
both told th eir parents w h at h ad h appened. At first th eir parents th ough t th e

CO NCLU S IO N:
***** W as perplexed and a bit shaken by this incident and wondered if this
was an U S military aircraft, why would they built such a thing! H e also
stated that most of the home occupants who reside on his street are either
with the military, law enforcement agencies or working as government
contractors. I found p8 4 3 (a)(2) I to be very credible, logical and he really
isn’t into the whole sci-fi scene or the U FO phenomena.
A similar case involving a black triangular craft sans lights was witnessed
five years ago in O wings M ills, M aryland, about 20 miles NNW from
Pasadena, M D. February 9 , 2005, 18 4 3 (a)f2>_____________________

DATE OF EVENT: June 16, 2009

Event B ackground:
• W itness w ent outside to sm oke a cigar and take th e dog out.
• H alf w ay th rough sm oking th e cigar h e noticed "flickers" of ligh t off in th e
distance in th e w estern sky.
• W itness sees 6-1 0 w h itish -yellow orbs and sees a crescent-like object th at

• As a car approach ed from th e south end of th e road, h is dog w as reacting to

• As th e car got closer; across th e street th e w itness saw a pair of eyes as if an
anim al's eyes w ere reflecting in th e ligh t except th ey w ere a deep purple.
• After th e car passed, th e w itness looked back to th e spot w h ere h e saw th e
eyes, and w as sh ocked to see a w h itish h um anoid figure stand up and w alk along
th e neigh bor's fence across th e street.
• W itness got unnerved and called h is w ife outside to tell h er w h at h e h ad seen
and to point out to h er th e continuing "ligh t sh ow " of orbs th at w ere appearing
and disappearing.
• Sh e confirm ed th e "flickering and flash ing" of orbs in m ultiple spots.
• B oth w itnesses becam e nervous and w ent into th e h ouse.
Investigator N arrative: 6/22/09
I contacted th e w itness by ph one on 6/1 8 /09 and set up an interview for 6/1 9/09
at 3 :00pm PST.
I arrived in G rants Pass, O regon on 6/1 9/09 at around 2:00pm PST. I m et th e
w itness and h is w ife at th eir residence. I asked perm ission to tape record th e
interview and h e agreed. H e began h is narrative, and spoke of seeing six to ten

tree lines. (See ph otos attach ed) H e said th ey flash ed and flickered appearing and
disappearing in m ultiple spots but in th e sam e general location in th e w estern sky.
Using a compass, I verified the location of the orbs were southwest.
All th e orbs w ere diffused, appearing in th e clouds and under th e cloud deck. Th e
w itness also saw a crescent sh aped object about th e size of a h alf-dollar th at
seem ed to "th rust out of th e cloud th en disappear".
Th e w itness stated, "It w as a dark nigh t".
The night of the 16th was a moonless night, for the moon had set at 2:18 pm that
day. The only planet that could be seen in the southwestern sky during that time
was Saturn, but it's only a magnitude of+0.9 to +1.0, and is reported as "dimmer
than usual" based on the fact that Saturn's rings are currently visible "edge on".
H e w atch ed th is "ligh t display" from h is front porch for about 1 0-1 5 m inutes
before seeing a car approach ing from th e south end of th e road. As th e car cam e
closer, it w as th en th at h e noticed a pair of deep purple eyes from across th e
street. W h en th e car passed by th e w itness, h e looked back at th e spot w h ere h e
saw th e eyes and w as sh ocked to see a w h itish h um anoid sh ape stand up and
quickly w alk along th e neigh bor's yard th is side of th e fence. Th e w itness said th e
entity's h ead seem ed larger th an th e rest of th e body and h e could not see its
feet.
N O TE: Th e w itness said th at th e neigh bor across th e street does not occupy th e
h ouse on a regular basis. Th e nigh t of th e 1 6th , th e w itness noticed no ligh ts on,
and assum ed th ey w ere not at h om e.
68

The road between the two properties is paved higher and the ditch is not apparent
from his front porch. 1 took pictures of the area across the street from the sighting
location and measured the distance with a laser rangefinder. The distance from the
witness to where the entity was sighted is 43 yards. J walked across the street and
saw where the "eyes " were seen. There is a ditch that runs along the road and the
fence of the neighbor's property. The ground is overrun with grass and is uneven,
hut is relatively flatter closer to the fence. The witness was not sure how far from
the fence the entity was, only that from his perspective, the top of its head was a
little higher than the fence. The fence is approximately five feet high.
Th e w itness lost sigh t of th e entity because a teleph one pole on h is property
obstructed h is view of it. H e becam e unnerved by w h at h e saw and called h is w ife
outside to tell h er about it. H e also w anted confirm ation from h er th at sh e could
see th e ligh ts in th e sky th at w ere still continuing to flash and flicker in various
spots. Sh e said sh e saw th em and also noticed a large red ligh t low er in th e sky
th at w as like "turning on a flash ligh t". Th e w itness saw th e objects in various
degrees, th e h igh est location being 45 degrees. H is w ife saw th e red ligh t at about
25 degrees above th e h orizon.
/ had the witness draw a drawing of the orbs and crescent object, and his wife
added where she saw the red object. He also drew a drawing of the entity he saw.
(See drawings attached)
B oth th e w itness and h is w ife rem ained outside w atch ing th e orbs for about 1 0
m inutes. Th e w itness said h e observed th e ligh ts/orbs for about 20 m inutes total.
Afterw ards, w h ile still outside, th ey h eard a low flying jet. It w as not actually seen
by eith er one of th em , but th ey both agreed th at a jet flying th at low w as unusual.
The interview ran I -1/2 hours.

The nearest military installation is Klamath Falls about 120 miles to the east.
Medford International is about 30 miles to the south, and Grants Pass Airport is to
the north.
On 6/22/09 I called the Grants Pass Sheriff's office to ask if there were any reports
made on 6/16/09 of anything unusual seen that night. I was fold no reports were
logged in for anything unusual for that night and time.
B oth th e w itness and h is w ife could not sleep th at nigh t. Th e w itness said h e w oke
up th e next m orning extrem ely drained and both h ad h eadach es th at lasted a couple
of days.
I found the witness and his wife down to earth people who seemed credible, sincere
and intelligent. I saw no signs offobrication of their sighting through body_______
language or facial expression. The witness is tw|j8 4 3 (aK2)__^__^_^^^^
18 4 3 (a)(2) The witness said he has had other experiences in his
life.
Anim al R eaction:
Th e w itness said it w as h is dog th at initially saw som eth ing across th e street before
h e actually saw th e purple eyes. Th e dog w as raising and low ering h er h ead,
staring in th e direction of w h ere the witness ultimately saw the eyes. The dog tried to edge
closer to th e road but ran back to th e w itness in fear. Th e dog stayed close by th e
w itness and sh ow ed signs of fear th e rest of th e evening.
Th is concludes th e investigation.

H usband banged on th e sliding door of th e h ouse to get W ife's attention. H e

Sh e th en looked up and th ough t "w h at in G od's nam e is th at?" Sh e saw 3 w h ite

no circular pattern to th e ligh ts; th ey w ere "pretty brigh t, like an LED plus th at

Th e object w asn't floating or coasting; it w asn't sw aying or jerky. Th ere w as no

didn't increase in speed or noise. Sh e could see th at th e m iddle ligh t w as over th e
teleph one lines so sh e estim ated th at th e object w as approxim ately 3 00 - 3 7 5
feet long. Th e object w as about 50-7 5 feet above th e tree line (tree h eigh t
m easured w ith a range finder at 8 0-8 9 feet), definitely low er th an w h at sh e w ould
consider a safe fligh t pattern. Sh e felt th e distance betw een th e w h ite ligh ts w as
90 to 1 00 feet apart, starting w ith th e first ligh t being in about 1 0 feet. Sh e
assum es th at th e ligh ts w ere attach ed because th ey never m oved. Sh e felt th at
th e red/w h ite (red-w h ite-red-w h ite = no blips in com bination) ligh t also w as

about 3 m inutes.
***** w ears reading glasses but sees distant objects fine w ith out th em . Sh e did

Conclusion/Recommendations for Brazilian trip:
Th e north team w as able to obtain a lot of inform ation from th e C PU, C SPU
and th e Public O fficer from C ach oeira. Th e above listed m aterial w ill h ave to be

translated and analyzed to see w h ere it fits in w ith B AASS guidelines. Th ere is still
a trem endous am ount of inform ation at th e C PU h eadquarters in Fortaleza, w h ich
is available only to B AASS.
Issues w ith C PU, Fortaleza:
1 . Th e C PU h as investigated som e 3 41 8 case w h ich B AASS h as been given
perm ission to access and copy; h ow ever, th e C PU files are in total disarray.
B y th is I m ean all th e case files are m ixed togeth er and spread th rough out
different room s at th e C PU. Total collection w ould take at least 3 to 4
w eeks to copy everyth ing.
2. Th e C PU h as several item s of evidence; h ow ever, it is unknow n if th ere is a
ch ain of custody associated w ith any of th e item s and at th is tim e th e C PU
h as not auth orized B AASS to analyze anyth ing.
R ecom m endation: Since th e C PU h as opened th e entire UAP files investigated
for th e past 50 plus years to B AASS, I recom m end th at w e m aintain our contacts
w ith n^aT^ land return in th e future to retrieve th e rest of th e files.
Issues w ith C SPU, Sobral:
1 . Th e C SPU is in m y opinion too com m ercial. Th ey utilize th eir investigations
to sell new spapers. Som e of th e incidents th e C SPU h as investigated and
reported about, th e C PU h as identified as false and or m isleading as a result
of m edia h ype.
R ecom m endations: B AASS h as establish ed a rapport w ith th e director of th e
C SPU. I suggest w e stay in contact w ith th e C SPU and m onitor w h at type of
reports th ey are receiving and determ ine on a case by case basis if B AASS w ish ed
to be involved.
R ecom m endations for C ach oeira:
A uranium m ine is located in th e Itatira R egion. According to th e public officer
in th e C ach oeira area, th e m ine in Itatira is going to be re-opened again under a

construction at th e m ine, B AASS m ay w ant to stay in contact w ith th e public
officer to learn of new sigh tings.
R ecom m endations for C olares area:
D ue to th e lim ited statem ents m ade by th e C PU about th e ongoing activity in
th e C oloares area. M y recom m endation w ould be th at w h en th e w eath er forecast
is good, a team of B AASS investigators deploy to th e area to set up surveillance in
h opes to capture footage of UAP activity and to interview any eyew itnesses. Th is
task could be accom plish ed by utilizing m em bers of th e C PU as guides.

Project NORTH ERN TIER - M inot Air Force Base - M P person 17
M inot AFB h ad a variety of suspicious or unusual incidents occur at or near
th eir air base being docum ented since 1 956. Th e first report docum ented
supposedly occurred on 1 0/28 /1 956 and involved a B 52 crew observing a brigh t
ligh t w h ile on a training m ission N W of M inot. In research ing th e data, I believe
th is w as actually an event th at occurred on 1 0/24/1 968 . Th e contents of th e
initial report are identical to th e aspects of th e 1 968 report; just th e date is in
error. Attach ed to th is report is a printout th at I com pleted sh ow ing th e various
reports th at I h ave been given or located during m y research .
M arch 5,1 967 - Several reports of UFO 's observed by Security personnel,
oth er ground personnel and radar sigh tings at th e N O R AD facility. Th e num ber of
w itnesses varies depending upon th e report being read. Th ere w ere up to th ree
truckloads of security personnel (six m inim um up to possibly nine or m ore) w ere
involved as visual w itnesses. Th e N O R AD facility h ad an undeterm ined num ber of
w itnesses (estim ate at least tw o and possibly th ree) involved and tw o reports list
th e sam e w itness as one of th ose "inside" officers in one of th e silo launch control
facilities. Th at w itness w as identified as 1 8 43 (a)(2> and h e h as been interview ed
already. Th e only nam e th at I could locate w as 1 8 43 (a> (2> Th e total number of
witnesses is a minimum of ten but possibly up to twenty witnesses involved.
U nknow n date 1966 or 1967- Th is incident involved at least one UFO
flying over several m issile silos. Th e event w as being observed by an unknow n
num ber of security personnel. Th e inform ation w as being passed to th e SAC

h undred unidentified m issile silo officers, an undetermined and unidentified
num ber of SAC w itnesses and one unidentified security officer. Three hundred
plus unidentified witnesses.
June 6,1968 - An M P Sergeant and tw o m en w ere sent to a m issile silo in
regards to a reported UFO at th e facility. Upon arrival, th e Sergeant found "th e
guards w ere like statues" and th e Sergeant h ad contact w ith "th e officers dow n in
th e silo". So far th ere are th ree arriving M PS', tw o or m ore on-scene 'statue'
M P's and tw o or m ore on-scene silo officers at th is location. Th e M P Sergeant
w as given an order by som eone to investigate th is incident so th ere is at least one
additional unidentified involved person. N o nam es are listed anyw h ere th at I
could find in any of th ese reports I collected. The total number of potential
witnesses is eight and probably more - all are unidentified.
O ct. 24,1 963 -Th is is th e event th at is listed initially in th is docum ent. It
involves th e B -52 crew w h ose m em bers are partially identified. Th e training co-

I used W estlaw to try and locate 1 8 43 (a)(2) and

w ere 41 listings in W estlaw for th e nam e 1 8 43 (a)(2) but only one oth er

probably more.

N ov. 10,1975 - Th is last event involved at least one UFO 'buzzing' th e base
and th e IC B M 's and th e radar facility. Th e docum entation stated th at th ere w ere
three unidentified people th at observed th is activity. Th ey w ere from th e site or

person at th e M inot AFB . Th e report w as docum ented in a letter signed by

Th is sam e docum entation states th at th ere is at least one N O R AD docum ent th at
is still listed as classified and h as not been review ed. Th e potential number of
witnesses for this event is four but probably more like five or six.
I conducted a search on-line and located one roster of personnel th at
included a listing of 94 AAM S personnel stationed at M inot and som e listings
