E nclosure (1) is forwarded herewith for whatever value it m ay have in con nection with your investigation of the so-called "Flying Saucers". P ertinent data follows: P lace: A bout 7 m iles north of T rem onton, U tah on U .S. H ighway N o. 308. T im e: 1110 Wednesday 2 July 1952. Cam era: B&H A utom aster, m agazine load, 3” telephotolens, 16 fram es per second. H andheld. E xposure: First few feet - f:8. Balance - f:16. Clear sun, cloudless sky. E K Co K odachrom e film - Daylight. E xposure was changed with the m istaken idea of darkening the sky to gain greater contrast. T he result was m erely general under exposures. G eneral Background: Driving from Washington, D.C. to P ortland, Oregon, on the m orning of 2 July m y wife noticed a group of objects in the sky that she could not identify. She asked m e to stop the car and look. T here was a group of about ten or twelve objects - that bore no relation to anything I had seen before - m illing about in a rought form ation and proceeding in a westerly direction. I opened the luggage com partm ent of the car and got m y cam era out of a suit case. Loading it hurriedly, I exposed approxim ately thirty feet of film . T here was no reference point in the sky and it was im possible for m e to m ake any estim ate of speed, size, altitude or distance. T oward the end one of the objects reversed course and proceeded away from the group. I held the cam era still and allowed this single one to cross the field of view, picking it up again and repeating for three or four such passes. By this tim e all of the objects had disappeared. I expended the balance of the film late that afternoon on a m ountain som ewhere in Idaho. /■/ Delbert C. N ewhouse Copy of T O N o. G orm ans Your letter of 29 October 1952 to the P resident has bean referred to the U SA F since, within the Departm ent of Defense, the U SA F has prim ary interest in investigation of "flying saucer" reports. It is gratifying to receive such expression of Interest from public-m inded individuals. In your ease, we are grateful for the opportunity to correct a m isapprehension. T he U SA F has not prepared any recent report arriving at any con- cluelons with respect to ths existence or nonexistence of "flying saucers*. It Is believed that M r. Robert S. A llen, In his article of Septem ber 26, referred to a report prepared for public release by a private group of civilians. In com m enting on this, the U SA F stated that the report reflected the conclusions of Individuals who were In no way connected with th* A ir Force. We take this opportunity to reiterate this to you. It is true that the statem ents of M r. DesVergers were startling; however, a thorough Investigation of the incident has been conducted and it has been determ ined that the sensational aspects of the orig inal stories carried by the national press agencies were exaggerated. Farther, the U SA F m ade no attem pt to restrict M r. T he A ir Force is actively interested in the investigation of "flying saucer" incidents. N o frets have been withheld from the public. C. Dear M r.. P resident: P erm it m e to take the liberty of writing you on "flying saucers". It is becom ing generally known that the A ir Force has a report concluding that flying saucers originate from sources outside this planet. A rticles like that of Robert S. .M ien, dated Sept. 26th are being photostated and circulated privately. T he statem ents of M r. DesVergers of West P alm Beach, Florida, concerning his flying saucer experience and what he was told by the m ilitary and other incidents have convinced m any including m yself that the "saucers" are real and interplanetary. I think it is unfortunate that a m atter which is of such great im port m ust be Investigated privately by citizens who would like to and should be perm itted to cooperate with and analyze with their governm ent and m ilitary authorities. I think people who are afraid to tell the people of the possibilities of the flying saucers should bolster their faith in the people of this country and dem ocracy. I houe you unveil the secrecy of the air force report. I also hope you decide that this is not a m atter of m ilitary secrecy and that events concerning flying saucers be m ade available to the public as they unfold. Very truly yours Robert J. Based on further analysis, the P hotographic Division and this office do not r agree with the K A DC evaluation of parhelions ("sun dogs") since the Im ages do not appear at the required angle of 22° or 46° nor are they in line horizontally with the sun as would be required for the form ation of a parhelion (which would appear at the Intersection of the inner or outer halo circles - 22° and 46° respectively - with ths parhelia circle; the latter is in a horizontal plane coincidental with the position of the sun). A dditionally, it will be noted in the photographs that the im ages display a flat portion which appears inverted from the corresponding portion of the sun behind the cloud. Since a parhelion is the result of refraction through ice crystals, the resulting im age would not be inverted. Instead, It Is our opinion ^V*t the Im ages are possibly a form of m irage caused by a hot air m ass which Wfraveled from left to right across the field of view and acted as a lens, however. AFOIN Coordination Copy there is a sm all im age in the third photograph of the sequence which, If evaluated as another Im age of the sam e type, would seem ingly elim inate both parhelia and m irages from consideration. T his im age Is located directly above the seventh telephone pole from the right at a vertical distance approxim ately equal to the height of the pole. T he m inute size of this Im age m ilitates strongly against the m irage theory since the hot air m ass would have had to turn about 90° and proceed away from the appears to be cam era in order to produce this effect. T herefore, further analysis justified. Suggest the consultant astronom er be asked for an opinion 4. Dear Sirs- ^ Regarding the recent reports of the so called flying saucers, X aa quite sure that the hoax will be exposed by tolling you that this is nothing m ore than the silver iodide used in artificial rainm aking. T his is especially true if the silver iodide cam e in contact with radioactive clouds or so called thunderclouds. T he solution of this hoax is quite sim ple, if you will check your records you will find that flying saucers wore first seen about the tim e when silver iodide cam e into usage for artificial rainm aking. A gain, silver Is a reflective agency and will reflect all types of light, which accounts for the various hues reported by sky gazers. A gain, silver iodide, if radioactive or ionised by an electrical cloud will be com e fluorescent, which accounts for flyers being unable to overtake the so called flying saucers, and their habit of disappearing. Of course, wo m ust elim inate such reports of flying saucers as wore accountable by balloons, foo-fighters, m eteorites, and the person who Just calls up a newspaper with the hope of getting his nam e In the papers. Sanford Chief of Intelligence P entagon Building A rlington, Virginia Dear Sir: In connection with "flying saucer" newspaper accounts of observations on the search radar system at the Washington Rational A irport, It occurred to m e that the described be havior could possibly be accounted for in the following m anner: H igh power, narrow beam fire control radar system s of the usual typo right conceivably, under unusual atm ospheric conditions, create enough ionisation along points on the beam In the upper atm osphere to allow the return of an appreciable echo to the search radar system from such points. T he apparent m otion would be quite haphazard, following whatever the fire control radar operator does In directing the beam . T his hypothesis is unattractive for several reasons: Firstly, the power required for such an effect Is m any tines greater than that put out by the usual radar. Secondly, suah echoes would presum ably com e from ionospheric heists and therefore could not appear at ranges of a few m iles from the search radar, as was reported. T hirdly, it seem s unlikely that a coincident visual effect of any conspicuous m agnitude would be produced. In spite of this, I an offering this suggestion In the belief that If considerable tim e, m oney and effort is being devoted to this problem . It night be worthwhile trying the relatively sim ple experlnent of having a powerful fire control radar sweep out certain sim ple patterns to see If they can be detected on the search radar system , preferably at a tim e when "flying saucer* echoes are being observed. Sanford A ir force Director of Intelligence Washington, D. C. Dear Sir: I should like to present to you what X believe to be a tenable theory as to the origin and nature of the phenom ena popularly known as "flying saucers". It hae been am ply dem onstrated that electro-m agnetic radiation of sufficient power density Is capable of ionising gas at low pressure. U pon deionisation, the gas em its radiation of characteristic wave lengths, som e of i4iich lie in the visible spectrum , further, it is known that radar equipm ent can detect ionised gas, such as northern lights, or charged water droplets, such as appear in thunderclouds. X believe that Ionisation of disc-shaped segm ents of air in the upper atm osphere m ay be caused by beam s from a r radar transm itter held in a fixed, position or slowly traversed, 1 Instead of the usual sweeping m otion. T o verify the possibility, I propose in the very near future to conduct an experim ent. A glass sphere containing air at atm osphere pressure will be exposed to radiation of a known wave length and power density. T he pressure In the sphere will then be reduced until ionisation occurs. T he screen of a separate radar transm itter-receiver will also be observed to note whether the change in the condition of the air la detectable by radar. T ory truly yours, •/ John C. Weber A ssoc. A s to what m ight have caused the burned holes In the cap, you are advised that on the cap bill there was noted an area of particular signi ficance which has been circled with a pencil m ark. In thia circle is a burned area approxim ately 1/32* in diam eter. It is believed to be too sm all to have been caused singularly and intentionally by M r. Desvergers. T he appearance ofthe sm all burned spot suggests the possibllty that a snail glowing em ber of som e kind, very hot but containing a sm all am ount of heat, because of its size, fell on the cap bill, causing burns in two of the threads after which the glowing em ber cooled off and fell off the cap hill. Dear Sir:- Regarding the recent reports of the so called flying saucers, I an quite sure that the hoax will he exposed hy tolling you that this is nothing m ore than the silver iodide used in artificial rainm aking. A gain, silver is a reflective agency and will reflect all types of light, which accounts for the various hues reported by sky gasers. A gain, silver iodide, if radioactive or ionised by an electrical cloud will bo com e fluorescent, which accounts for flyers being unable to overtake the so called flying saucers, and their habit of disappearing. Of course, we m ust elim inate such reports of flying saucers as wore accountable by balloons, foo-fighters, m eteorites, and the person who Just calls up a newspaper with the hope of getting his nam e in the papers. Sam ford Chief of Intelligence P entagon Building A rlington, Virginia Dear Sir: In connection with "flying saucer" newspaper accounts of observations on the search radar system at the Washington N ational A irport, it occurred to m e that the described be havior could possibly be accounted for In the folloving m anner: H igh power, narrow beam fire control radar system s of the usual type right conceivably, under unusual atm ospheric conditions, create enough ionisation along points on the beam in the upper atm osphere to allow the return of an appreciable echo to the search radar system from such points. T he apparent m otion would be quite haphazard, following whatever the fire control radar operator does In directing the beam . T his hypothesis is unattractive for several reasons: Firstly, the power required for such an effect is m any tim es greater than that put out by the usual radar. Secondly, such echoes would presum ably com e from ionospheric heights and therefore could not appear at ranges of a few m iles from the search radar, as was reported. T hirdly, it seem s unlikely that a coincident visual effect of any conspicuous m agnitude would be produced. In spite of this, I am offering this suggestion In the belief that if considerable tim e, m oney and effort is being devoted to this problem , it m ight be worthwhile trying the relatively sim ple experim ent of having a powerful fire control radar sweep out certain sim ple patterns to see if they can be detected on the search radar system , preferably at a tim e when “flying saucer" echoes are being observed. Safford A ir Force Director of Intelligence Washington, D. C. Dear Sir: I should like to present to you what I believe to be a tenable theory as to the origin and nature of the phenom ena popularly known as "flying cancers". It has been am ply dem onstrated that electro-m agnetic radiation of sufficient power density is capable of ionizing gas at low pressure. U pon deionization, the gas em its radiation of characteristic wave lengths, com e of which lie in the visible spectrum . Farther, it Is known that radar equipm ent can detect ionized gas, such as northern lights, or charged water droplets, such as appear in thunderclouds. I believe that ionization of disc-shaped segm ents of air in the upper atm osphere m ay be caused by beam s from a r radar transm itter held in a fixed position or slowly traversed, 1 instead of the usual sweeping m otion. T o verify the possibility, I propose in the very near future to conduct an experim ent. A glass sphere containing air at atm osphere pressure will be exposed to radiation of a known wave length and power density. T he pressure in the sphere will then be reduced until ionization occurs. T he screen of a separate radar transm itter-receiver will also be observed to note whether the change in the condition of the air is detectable by radar. T ery truly yours, John C. Weber A ssoc. A t 1600 hours on 3 Sep 52, the Directorate of Intelligence, H q., U SA F received * telephone call from M r. Walter Storm , 227 10th Street, SE , Washington, D.C. (phone LI 31296) that an unusual circle was found m arked on the lawn of his father, M r. Walter Storm , on the m orning of 2 Sep 52 and that he believed it m ight bear som e relation to the U SA F investigation of flying objects. Charles unidentified 2. M ajor Fournet, of the D/l, called on the elder M r. Storm at his residence (102 Forth G arfield Street, A rlington, Va., phone: CH 8508) during the evening of 3 Sep 52. 3. T he folloving was found on M r. Storm 's rear lawn (refer to sketch in Incl 2): a. A circle 18 feet in diam eter and nearly perfectly form ed was m arked on the lawn by a deposit of som e unknown gray substance which was to the grass in clusters of fl^e globules. adhering b. T he band of the circle (around the periphery) was an average of approxim ately 6 inches wide. e. T he deposits in the bend were less pronounced and som etim es absent for short distances where depressions or uneveness in the ground surface occurred. d. A sm all evergreen bush was located at a point about H O inches inside the circle and did not appear to have been disturbed in any way nor were any deposits present on or around it. e. A clothes line fram e located on a central pole overhung the circle som ewhat and had been in place (approxim ately as shown in Incl 2) on the i*ight in question. f. A n antenna wire about U O feet above the ground overhung the circle, exact am ount undeterm ined. g. Bo other vegetation in the area contained any deposits or m arks (sm all trees were present, as close as 6 or 8 feet from the circle). h. T hree types of fertilizer were stored in covered drum s near the garage about 15 feet away from the circle. U . M r. and. M rs.Storm were interviewed, and offered the following inform ation: a. M r. Storm cut the grass in the area in question around. 1800-1900 hours on 1 Sep 52. T he clippings were left where they fell. b. A t 2300 hours on 1 Sep 52, M r. Storm put his dog in the basem ent for the night. (Bote: the dog barks at anyone who com es into the yard, and, until that tim e had. not sounded off). c. (A s related to M r. Storm Later by M rs. Whitehurst, a neighbor im m ediately in the rear of the Storm residence and adjacent to the lawn in question.) M rs. Whitehurst was awakened at about 0U 00 hours on 2 Sep 52 by barking of dog "which seem ed to be in distress". She looked out of a window in the rear of her house but failed to see anything (it was a rather dark night). d. U pon going out to his car at 0730 hours 2 Sep 52, M r. Storm noticed the circle and walked over to exam ine it. H e describes it as having at that tim e a brown, oily-sandy appearance with what seem ed to be a very fine granular structure (as though a fine sand m ixed with light oil had been spread to form this ring). H e rubbed som e of the substance between his fingers and found it faintly gritty and definitely oily. M rs. Storm corroborates this description. e. During m id-afternoon of 2 Sep 52 M rs. Storm reexam ined the ring and found that the color had changed to grayisfblue, and it no longer appeared to be oily. H owever It still felt oily but no longer felt gritty. She detected no odor upon sm elling it. f. U pon returning from work at 1700 hours 2 Sep 52, M r. Storm again exam ined it with his wife. H e describes the color as purplish-gray; M rs. Storm describes the color as bluish-gray. Both agree that the substance had begun to form sm all, closely-packed globules on the blades of grass and that it had begun to "crystallize". M r. Storm states that it then felt slick (like graphite) when rubbed between the fingers; M rs. Storm describes it as a powdery feel. (BOT E : T here had been no rain since before the evening of 1 Sep 52, and there was a hot sun all day on 2 Sep 52. H owever, there was a heavy rainfall during the night of 2/3 Sep 52). g. During the m orning of 3 Sep 52, M r. Storm reexam ined it and "was surprised to find it there after so m uch rain". H e describes its appearance as darker (a slate gray) and still form ed in globules on the grass blades. It still felt about like graphite, perhaps a bit "thinner" than the preceding evening. (M rs. Storm rem oved Sam ple E that m orning). 2 -- —. ION 5. M r. and M rs. Whitehurst were not at hom e and, therefore, were not interviewed. 6. Sam ples of cress, leaves and soil, and of three types of fertilizer stored nearby were rem oved for analysis (see Incls 3 and U ). 7. M r. and M rs. Storm were very cooperative and appeared to be com pletely sincere. Sir: G eneral Sanford everybody is taling about the flying saucers I don’t know how I ever got enough nerve to write you but I think it is m y turn now to put in m y nickels worth. A s one servicem an to another I think I can talk frank with you. I think I know the m an who is responsible for the flying saucers, it is a long story but I will try to m ake it as brief as possible. In 1929 at an inventor’s m eeting in Long Beach in the Rainbow P ier I m et a m an who called him self, at that tim e, Sam uel P . Jones he had a m otor that everyone thought was a fake. H e would explain it to you but no one would believe him but m e. So as a dum b cluck I tried to give the m an a helping hand, he said that this m otor could be m ade in any size or horsepower, could be put in ships, locom otives, cars and airplanes. A t that tim e I knew a doctor in Long Beach who had a clinic and a yacht, I took this Jones to this debtor thinking that this doctor m ight finance him for a m otor for his yacht. A fter the doctor talked to the m an awhile, the doctor didn’t beieve him , thought he was nuts, so then I forgot all about this m an Jones until World War II. I m et this sam e m an in the South P acific and he was a Skipper in the A rm y T ransport Service. T hen after seeing him again and knowing the position he held I took it for granted that he m ust be pretty sm arty not nuts. I becam e very friendly with this m an we chum m ed together for a coule of years in the South P acifica and every ones in awhile he would tak about his invention. I asked him if this Invention was so good why is it that the G overnm ent wouldn’t take it. T his is what he told m e, that he had tried to get the G overnm ent to take it and they laughed at hm m and he finally got an interview with P resident Roosevelt and the P resident told him that at that tim e he also had an idea before Congress that if it didn’t work out they would all go to the insane asylum . H e also told him that his idean was a thousand years ahead of tim e. Later in1947 I got a letter from this Jones asking m e to com e to him , which I did, in H avre, M ontana he had a plane that I would call built with this m otor, this was the m ost dam nable looking plane I have ever seen. It was m ade like a saucer, about 17 feet in diam eter and it would fly through the air with a control m ade from the base of a telephone. T his I saw with m y own eyes. H e said that it would fly so fast through the air that the air would m elt, and I asked him ”how fast will it go”, he said actually he didn’t know but would figure it m ade a speed of 3 to 4000 m iles per hour. C 0 P Y M ajor G eneaal John Sanford July 31, 1952 P age 2 A gain, I asked him why he didn’t do som ething about it and he said it was im possible. I also, asked him why he didn’t patent this m achine and he gave m e am ny reasons, thit each and every part about the m achine had already been invented and it would take a m illionaire to procure the patent rights to this invention. I also asked him wasn’t he afraid that som eone would steal it from him and he told m e that the public was funny that they couldn’t see no further than the nose on their face and that if you had a secret that you wanted to keep to tell everybody and nobody would belie v e you. A bout three m onths later I received a letter from this m an telling m e that he was ready to m ake a test, a few days later was the first tim e I heard about the flying saucers. Since that tim e I have received m any letters from this m an Jones. A bout three weeks ago I received a letter from him again telling m e that over Baltim ore, Washington, A lexander Virginia, etc., that he was going to let the whole world know that his invention was possible. T hen I went to the A m erican Broadcasting Com pany, a couple of newspapers and tried to tell them this story. T hey wouldn’t even listen to m e and it has happened again. If this m an Jones is not the inventor of the flying saucer how is it that he knows two or three weeks ahead of tim e when they are going to fly? I think that if you will find this m an Jones, I know you will get this fantastic story straightened out. H is address I do not know but he writes m e to m y box in Detroit, M ichigan and I receive a fetter m aybe two or three weeks later. When I saw the plane or whatever you want to call it, in the air, it would go so fast you would hardly see it. It was round like a saucer, had a tail like a plane, and when it would sway (as I would say) in the air som etim es it would look like a pencil, som etim es like a egg, and again it would look like a balloon so you take it from here. U se your pwn judgm ent, you have m y perm ission to do anything you want with this letter. M y nam e is H . D. Springer, I have no perm anBhti address but I live in Detroit, I am going back east tonight at 9 o’clock P .N . Sincerely yours. H . D. Reference recent report of interview with T /Sgt E m ery G uri of WA DC re garding above subject, an attem pt has been m ade to determ ine the feasibility of requesting an investigation by the m ilitary authorities on Okinawa. A hydro graphic chart of the area (Incl. 1) was obtained in order to study the soundings. H owever, a question arose over the exact location. On the aeronautical chart Jlncl. 2), Sgt G uzi Indicated the location at the northerm ost point of the island (Sedo-m isaki or Redo Saki), but on checking his sketch against Inclosure 1, it appears m ore probable that the location was actually Oku since there is a lagoon there about 1 m ile wide and a native village at the southern edge of the lagoon, which seem s to check with his sketch. 2. Request Sgt G uxi be reinterrogated, using Inclosure 1, to determ ine the m ost probable location in question. In addition an attem pt should be m ade to pin point the exact location at which object entered water. 3. If it transpires that the lagoon at Oku is the proper location, it will probably be feasible to investigate since the water is very shallow. Should it be at Redo Saki, however, the depth of the water will probably prohibit an inves tigation. U . Request return of Inclosures 1 and 2 with reply. 2 Incls: (w/orig only) 1.
