Progress on BAASS D atabase D evelopment-Project Capella D ata W arehouse Statistical Executive Summary The data warehouse currently includes 234,36 4 unusual aerial phenomena reports of sightings occurring from 593 B.C. to present time. Some of the sightings in the data warehouse are duplicated reports and some have received classical explanations as natural phenomena. Sighting reports of sufficient intent for further analysis within the warehouse are divided into one of four classifications: • 48% of reports are considered "flyby" (FB) events where the observed object(s) travel without discontinuity • 31% of reports are considered "close encounters" (CE) where object(s) are observed on or near the ground • 15% of reports are considered "maneuver" (M A) events where observed object(s) display a discontinuous trajectory • 6 % of reports are considered "anomalies" (AN) events which includes sightings such as amorphous lights, and other unexplained anomalous activity These four classifications are further divided into categories that define whether the events were associated with lasting physical effects, living entities, reality transformation, or physical injuries. BAASS does not believe that the breakdown of reports in the data warehouse accurately reflects the percentage of actual sightings. For example, 31% of sightings are not close encounters. This high percentage reflects the witnesses' increased likelihood to report their sighting when it is a close encounter compared to an unexplained phenomenon far away from the witness. Significant statistics from the BAASS data warehouse include: • Approximately 1.9% of sightings were reported by military personnel 8 This information is proprietary and confidential and cannot be disseminated or used without prior written consent from the Operating M anager of BAASS^. • Approximately 0.6 % of sightings were reported by police officers • Approximately 0.3% of sightings were reported by pilots • Approximately 0.8% of sightings reported physical traces • Approximately 0.5% of sightings reported physiological reactions by witnesses • Approximately 2.1% of sightings reported entities or lifeforms • Approximately 0.6 % of sightings reported sightings with correlated radar data • Approximately 0.6 % of sightings reported electro-magnetic effects D ata W arehouse - Statistical Summary BAASS DATA WAREHOUSE Summary: The BAASS D ata W arehouse consists of six databases and associated supporting documentation. Five of the databases contain historical reporting information [NIDSp843(a)(2 ) ~|Blue Book, UFOCAT, and M UFON]. The M UFON database is continuously updated with current reports. The sixth component is the BAASS database which will contain all documentation associated with current and future BAASS case studies. It is essential to receive information on current UAPs that are occurring in real time in the United States until BAASS has sufficient internal capabilities. One way for BAASS to achieve this goal is to contract with an organization that has hundreds of investigators already in place around the United States. The M utual UFO Network (M UFON) is such an organization. M UFON has been in existence for four decades and currently has approximately 1000 volunteers who can investigate reports of UAP sightings in all 50 states. In February 2009, BAASS executed a Purchase order with M UFON that entitles BAASS to: (a) receive notification of significant reports on UAP sightings from anywhere in the United States within hours, (b) receive timely reports from M UFON investigators regarding investigations of these incidents (c) receive physical evidence (including photographs, digital recordings, samples of soil, insects, plants, and animals) for scientific analysis. BAASS has multiple laboratories that are ready to conduct forensic, photographic, metallurgic, chemical, isotope, biological, chemical analysts of any specimens that BAASS receives from M UFON. BAASS has already hired a small team of ten high quality top investigators with extensive intelligence and law enforcement investigative experience. These investigators are currently located in Las Vegas and are trained to deploy as "special forces" rapid reaction investigative teams that are deployable anywhere in the United States if BAASS determines that high value UAP cases warrant additional investigations. However this investigative group is still far too small to cover the geographic area needed in both the United States and overseas. This inform ation is proprietary and confidential and cannot be dissem inated or used without prior written consent from the Operating M anager of BAASS*. 17 University of Nevada Research Project BAASS is creating a very valuable research program with the University Nevada Las Vegas (UNLV) involving multiple faculty, post doctoral fellows and graduate students. This unique program will examine the sociological, military and scientific consequences to the United States of a variety of scenarios involving UAP activity. D uring 2009, BAASS is funding UNLV to undertake dozens of parallel studies on sociological, military, political, religious, public health, academic and media effects of scenarios involving increasingly intrusive demonstrations of UAP activity in United States air space. In the second year (September 2009-September 2010), BAASSs overarching objective for this program is to stimulate, motivate and encourage the senior levels of the academic community within the United States to involve themselves in study and research of very advanced aerial spacecraft that is presently considered phenomenological. This program will grow to a seven figure level of cost. UNLV will be at the center of this research. In this effort, it is this program's goal to lay the seeds for serious exploration of this topic within the national academic community at its highest levels. After six decades of overt, blatant conspicuous and obtrusive global performance by very advanced anomalously behaving spacecraft, the academic community is still successful in maintaining the posture that these spacecraft either don't exist or are not worthy of serious research and study. Foundationally, there still remains a giggle factor which has been instrumental in squashing serious consideration and thought. The second objective is to extract from this large untapped body of resource information not previously obtained. Our concern is that the top universities/technical institutes in some foreign countries M AY take this subject more seriously than we do in the United States and hence M AY already have devoted significant resources to their study. BAASS has acquired full support from both the 1843(a)(2> and the|1843(2) 1843(a)(2 ) 18 This information is proprietary and confidential and cannot be disseminated or used without prior written consent from the Operating M anager of BAASS*. The following are a small number of scenarios with which UNLV faculty teams will be tasked with studying consequences to the media, economy, department of defense, political groups, science, the general public, religion, public health and academia in the United States. Needless to mention, within these general sociological groupings there are dozens of sub-categories of effects for each one of these scenarios. (1) The United States Government releases documentary recently declassified and unclassified information on their investigations of UAP activity 1947-2008. The information release involves thousands of cases and is akin to the recent releases by the UK, French, Canadian and D anish governments. (2) The following foreign governments rapidly release their (unclassified) data on the UAP topic: Germany, Russia, Spain and Brazil. Since UK, French, Canadian and D anish governments have already published their unclassified cases, the latest releases means that eight governments have released their documents on UAPs in 12 months. This study is about one of them, a terror that comes from some place other than Earth. It is a terror that the world's governments have completely ignored or claim doesn't exist, perhaps because they know of no way they can protect their citizens from it. The accumulated work has been organized for BAASS into eight 1% " thick three-ring notebooks amounting to several thousand pages of data. The purpose of this executive summary is to reduce the mass of that information down to an easy to understand record of what took place in Brazil over a period of nearly three decades starting in the 1970s. Possibly more important than just recording what happened to the people of Brazil, is the fact that the reports document hundreds of incidents demonstrating advanced technologies that we are yet to understand and duplicate. The human physiological effects recorded across hundreds of square kilometers of jungles, river banks, hills, and small towns and villages give us clues to the types of technologies being demonstrated there. In addition, accounts describing the appearance and operational characteristics of the craft give us a broader view of how advanced technologies operate while on Earth and are completely untouchable by our own Earth-based technologies. These technology demonstrations included: human effects, lift, propulsion, control, power generation, spatial/temporal translation, materials, configuration, structure, signature reduction, human interfaces, and armament. A problem of this magnitude can no longer be ignored. To illustrate the potential impact on the future of the world, we have summarized AAP Person the resu|ts of categories: Brazilian flap investigations under the following five • Human Effects 2 4 This inform ation is proprrretary andcorrfiderrtial-and-canrwt-be dts^efrttnated or used without prior written consent from the Operating M anager of BAASS*. • Geographic D ata • Spacecraft D ata • Occupants • Government Interactions. The data given below has been extracted from the transcripts of more than 370 on-site investigations, involving 514 victims, as conducted by M P Person 127 beginning in the late 1970s and running through 2003. The attached map (Exhibit 1) documents the location of many of the cities where these events took place. AAP Person 12 7 work was further verified by the on-site investigations conducted by AAP Person 5 world recognized expert in this field. Their work is reinforced by AAP Person 5 summaries of the additional investigations done by the following Brazilian experts, as shown in the "Government Interactions" section of this report: 1843(a)(2 ) By comparison, 1843(a)(2 ) |a prjvate Brazilian UFO investigative group, conducted a series of expeditions to UFO hot spots beginning in 196 9 and continuing into the early 1990s. He and his team traveled more than 41,000 kilometers and spent over 2,000 hours conducting on-site investigations. They traveled more than 16 ,000 kilometers during the 1977 - 1979 Colares assault alone. Other than this brief summary of the work done by 1843(a)(2 ) this report does not attempt to cover the huge number of investigations conducted by as many as a dozen other private Brazilian UFO investigative 2 5 This information is proprietary and confidential and cannot be disseminated or used without prior written consent from the Operating M anager of BAASS*. organizations working throughout the country at the same time. Very little of that body of work has been translated into English. Conversion factors used in this report are as follows: • M eter = 39.37 inches • Kilometer = 0.6 2 miles • Square kilometer = 0.386 1 square miles Human Effects People living in northeastern Brazil since the 1970s have been terrorized in a variety of ways by exposure to UFO technologies. There have been so many incidents that the people now cringe in fear when they see a light that flies, changes direction or drops to the ground. The fear factor becomes worse when an object suddenly appears overhead, bathing the victims in glaring light and extremes of temperature, often causing their horses, pets or other farm animals to bolt and run away. In many of the more extreme cases people are burned, wounded, and left unconscious, with after effects ranging from headaches, nausea, and scarring to long term illnesses and death. M any must deal with various kinds of physical evidence, extremes of reality transformations, and exposure to strange entities. Human effects incidents containing all of the above situations and more have been thoroughly documented by M P Person 127 the families of the victims, government officials, multiple private investigators, and medical practitioners. AAP Person 12 7 traveled to Brazil numerous times and worked with a group of Brazilian investigators, translators and medical people to show the important, but or used without prior written consent from the Operating M anager of BAASS*. 2 6 sinister nature of what happened to the people there. The data summarized aap Person below is based on an evaluation of (detailed investigative reports. • D eaths - 10 humans died after periods of prolonged illness following their exposure to this technology. M ore than 300 animals were found dead of unknown causes during the same period and in the same area of the country. • Burns - 54 people were burned during close encounters • Comas - 14 people were left in an unconscious state for short periods of time • Paralysis - 54 people suffered from paralysis of fairly short duration, while paralysis plagued a few people for several weeks. • Skin problems • Puncture wounds - 23 of the people suffering from burns also had puncture wounds within the burned areas of their skin. M ost felt that blood was taken via the puncture wounds. • Rashes-2 persons had a rash from an unknown allergen. Perhaps it is because of climate and living conditions, but most people didn't mention rashes as a problem • Itching - Only one person mentioned being bothered by itching. Again this may be because of climate and living conditions. • Scarring - 8 of the burned individuals had fairly extensive permanent scarring resulting from the burns • Eye problems • Irritation - 34 people complained of irritated eyes • Temporary blindness - 5 people suffered from blindness for a short period of time • Vision acuity changes-8 people suffered from vision changes. No reports even mentioned the wearing of corrective lenses. • Nausea/Vomiting - 41 people suffered from bouts of nausea, with some having to deal with vomiting as well • Headaches - 55 people reported extreme headaches • Temperature • Hot - 46 people described extensive heat during their close encounter This ihforrhatfon Is proprietary and confidential and cannot be dissem inated or used without prior written consent from the O perating Manager of BAASS®. 2 7 • Cold - 28 people felt like they were enveloped in a pocket of cold air during the event • Prolonged illness - 36 people were ill for long periods of time, ranging from months to years. The deaths reported above came from this select group of people. mp Person____, Anemia located 3 people that were found to be anemic during periods following their encounter, however, most victims were not tested for anemia. Two additional women suffered from anemia following their separate UFO encounters. Their condition was verified by 1843(a)(2) । 1843(a)(2 ) for the Legal M edicine Institute in Belem. Both women reported being engulfed by a beam of light that burned them and left each of them physically debilitated. • W eight loss - 2 people reported extensive weight loss. There may have been more weight loss cases, but the people did not focus on weight as a measure. • Extreme fear - 423 people claimed to be terrified by their close encounter and the resulting physiological effects. Thousands of other citizens that lived in the area where the incidents were occurring also claimed to live in fear because of what had happened to people they knew and many of them would no longer go outside at night. M any people completely changed their life styles because of this fear. 1843(a)(2)anc] the FAB team said: "The town of Colares, Para, lives in a state of 'collective hysteria.' The inhabitants don't sleep, nor fish (which is their main occupation). As soon as night falls, bands of 20-30 people, mostly men circulate around the town. The population lives in a state of terror." This situation eventually spread throughout the region. • Abductions - 18 people claimed to have been abducted. M ost were found afterwards in a location other than where the original encounter occurred. • Nearness to the craft - people with injuries claim to have been as near as 2 - 4 meters (i.e. right over their heads) and others were up to 200 meters away. Non-affected observers were at distances of more than 200 meters to as much as 6 ,000 meters. or used without prior written consent from the Operating M anager of BAASS*. 2 8 Geographic Data Brazil is one of the largest nations in the world, with more than one hundred seventy-five million people living in a land almost as big as the United States. However, most of the investigations covered by this report are from northeastern Brazil, ranging from the Amazon, to northern M aranhao, to Colares, and down the Atlantic coast to Uruguay. No one has fully recorded when the UFO activity actually started or how much of Brazil it covered, but we do know it started in northern M aranhao as early as April 1977, continued there for four months and apparently then moved on to the Colares region for much of the rest of the year. It could have started earlier elsewhere in M aranhao or Piaui or other states but at this time we do not have the records to establish that fact. And it may have continued after 1977 in other parts of Para, Amapa, Amazonas, Roraima or even farther north or west beyond the borders of Brazil. W hat we have been able to document about the flap is the intensive level of activity taking place in M aranhao and the Colares area in 1977 and 1978, and continuing sporadically for years after that time, extending to surrounding areas. In many cases, the same individuals were revisited approximately one decade following their initial exposure. The following facts illustrate the breadth of the problem: • Land Statistics - Brazil has a land area of 8,46 5,510 square kilometers (3,26 5,075 square miles), with 7,491 km (4,6 55 miles) ofcoastline. The Brazilian UFO assault began in the state of Para, in the wetlands and tropical forests at the mouth of the Amazon River. By comparison, the Brazilian wetlands are ten times the size of the Florida Everglades. As time passed, the UFO activity moved through the states of M aranhao and Ceara and down the coastline along the Brazilian highlands from Fortaleza to Rio de Janeiro and beyond. The attached map (Exhibit 1) graphically illustrates the number of cities involved. mp Person • States where incidents occurred - number of incidents investigated by • Ceara-48 incidents • M arajo-1 • M aranhao-17 2 9 Tli is I n fo rm a t ton is pro p ri eta ry a n d conft d e ntiat a nd can not be d isserrrina t ed or used without prior written consent from the Operating M anager of BAASS8. • M inas Gerais-44 • Para - 92 (The cities of Colares and Belem are in this state) ♦ Paraiba-4 • Parana-1 • Rio D e Janerio-11 • Rio Grande do Sul-4 • Rio Grande do Norte -121 • Sao Paulo-20 • Vila-3 • Other-5 • Total locations - 371 • Type of terrain where incident occurred • Land-281 • W ater-38 • Unspecified - 52 Number of towns/villages affected - Not specified, but thought to be in the thousands. 1843(aX^) and his FAB team said the objects were covering Brazilian air space in strips much the way aerial photographers would. Each strip could cover dozens to hundreds of villages. For example, the state of Para has a population of more than 8 million inhabitants living in 1.2 million homes. The village of Colares, the focal point of the 1977 UFO assault has a population of more than 10,000 people, living in 3,200 homes. Nearly everyone living in Colares was impacted by the UFO activity there. Similar statistics are available for each of the other Brazilian states. AAP Person 12 7 ... • Number of people not directly affected - 10,000 to one million. People across northeastern Brazil watched the sky with fearful eyes, worrying that they would become victims. Fortunately, the UFOs usually kept their distance as they traversed the area. work indicates that the UFOs.. needed to be closer than 200 meters to do any significant damage to humans. Spacecraft Data In all cases where human effects were noted, some type of craft was involved. Sometimes the craft are seen coming from great distances, traveling at high speeds, and suddenly stopping in close proximity to the victims. At other times and without any warning, a blinding light suddenly turns on above the heads of the victims. They are subjected to variations of hot and cold temperatures. Some are wounded, burned and/or left unconscious at the scene. The terrified victims almost always try to flee to a safe location, but many are pursued by the blinding light and have trouble hiding. Sometimes they flee to the interior of a nearby building, but the light continues searching for them, shining through a tiled or thatched roof as if it were transparent. W hen pursued out in the open, victims have described how the craft try to lift them from the ground, perhaps in an attempt to abduct them. And in some cases the abduction attempt appears to have been successful. The presence of craft of a variety of shapes and sizes have been seen and documented during the close encounters, leaving little doubt in the reality of the situation. An extensive analysis of this data may give clues about how these 31 This-inform ation is proprietary and confidential-and cannot be dissem inated or used without prior written consent from the Operating M anager of BAASS1*? objects operate and perhaps lead to reverse engineering of the technology involved. • Shape (M ultiple craft were observed in some of the incidents) • Lights-279 • Orbs-120 • D iscs-46 • Spheres-19 • Triangles-5 • Cylinders-18 • Other (unusual shapes}-6 • Size - Ranges from baseball to basketball size for orbs, while the more structured type of craft ranges from a few feet to "huge." • Speed • High speed-51 • Hover-6 2 • Low speed - 78 • Rapid speed change-21 • Landed-16 • Color: The color often changes during the event. For example, a high speed object may appear yellow as it approaches but turns red before harming an individual, or may suddenly project a blue beam. In many instances the victims just described a bright light without specifying a color. • Yellow-59 • W hite-30 • Silver-2 • M ulti-colored like fire-47 • Red-116 • Blue-6 9 • Orange-4 • Light beams • Engulf victim in light (sudden illumination) - 184. M any other victims said the craft just disappeared or the craft just appeared above them, but didn't elaborate, therefore the measure of invisibility is thought to be greatly understated here. • Noise (the victims did not always address this issue) • No-82. The victims seem to be amazed that something so frightening can come so close to them and yet are completely silent. • Yes-35. W hen noises were noted, the victims usually said it was a 'whooshing' or a low humming sound. • Levitation of witnesses - 30 • M echanical devices used on humans during levitation attempts • Nets-6 • Hooks - 3 • Animal affects - The victims frequently told how their animals reacted during the incidents. D ogs barked furiously. Horses bolted and ran away. Farm animals were badly frightened. On occasion, however, a donkey would just stand there, unmoving and bathed in light throughout the event. In a couple of instances, the victim hid under a donkey and held on to its legs throughout the event. The actual quantity of animals affected is unknown because the investigations did not focus on the animals. Occupants In an extremely large number of incidents the craft seem to operate intelligently but independently and no occupants were seen. One might equate such cases to our remote piloted war-fighting machines. In specific instances, however, solid, physically real craft were observed at close range and occupants from the craft This inform ation is proprietary and corrfidenriai-arTChranrrot-be-dissemfftated— or used without prior written consent from the O perating M anager of BAASS*. 33 interacted with the victims on the ground. Some of the reported characteristics of the occupants are as follows: • Size (Approximate) • Three feet tall-51 • Four feet tall-10 • Adult human-sized - 35 • Animal-like — 1 • Features: Since the majority of the incidents occurred at night, the features of the occupants were not clearly visible to the victims, therefore the information in this category is sparse at best. • Big head-2 • Frail body-7 • Large eyes-7 • Normal human features - 8 • W earing special clothing - 16 Government Interactions The Brazilian incidents beginning in 1977 are unique in that they were intensively investigated by an official Brazilian Air Force team, having the time, equipment and authority to spend four months in the field observing events, interviewing victims and officially recording the extent of the problem. This was an intelligence operation lead by and jnc|ucjec| pjrst Air Force Command Sergeants that were technicians, photographers and other specialists. M ilitary people (last names only) involved in the official investigations included the following: 11843(a)(2) 34 This inform ation is proprietary and confidential and cannot be dissemnaled or used without prior written consent from Ilie O perating Manager of BAASS*. 1843(a)(2 ) 1843(a)(2 ) a graduate of the National School of Intelligence in Brasilia, and his Air Force team interviewed around three hundred people who had had close encounters, including dozens of men and women who had been burned by UFOs. Villagers in Colares reported that sometimes UFOs would hover in the dark sky at night and beam down rays of light at houses - beams that passed through the tile roofs as if they did not exist. At times the rays were seen circling around inside the houses as if searching for someone or something. 35 This information is proprietary and confidential and cannot be disseminated or used without prior written consent from the Operating M anager of BAASS*. 1843(a)(2 ) said his team photographed many UFOs and admitted he was once badly frightened when a huge UFO hovered just 100 meters above him and his men. "I was terrified," he said. "They could have done anything they wanted to with us. It was about seven o'clock - just after sunset. W e never saw anything approaching. Suddenly a big disc-shaped object thirty meters in diameter and fifty meters high was hovering exactly above us. It was emitting a yellow glow that would grow and dim, grow and dim every two or three seconds. And after the fifth time, the lights turned light blue, dimmed - and then it disappeared with incredible speed toward the sea." This astonishing event was typical of what was happening to people throughout the area. In addition, local mayors, police, and aviation officials became involved in the events over the next two decades. • Individuals involved • M ilitary - 56 (M ilitary individuals also served as police) • Police -10 • State officials - 3 • City and village officials - 6 _________________________________ • D octors-48. Conclusion to Colares Report The documentation shows that northeastern Brazil was a UFO hot spot for at least two decades. Since the activity may be continuing in some form, a follow-up investigation of the current UFO situation in that region is warranted. From the analysis of the rich treasure trove of recorded data from that era, it is evident that it is fertile with clues about the technology involved and how that technology is used in surveillance of the native population. Consideration should be given to a renewed on-site examination of the situation as it appears today with the goal of using high technology remote sensing equipment to record as many operational parameters of the craft as possible. #### Ttiis inform ation Is proprietary and confidential and cannot be-dissem iMted or used without prior written consent from the Operating M anager of BAASS*. BAASS Continues Study on Information on UAPs released by the British, Canadian and D anish Governments. • Over the past eighteen months, The M inistry of D efense (M oD ) in the United Kingdom has released approximately 7297 pages of files pertaining to the performance of alleged UAPs tn British air space. M ore recently the British M oD released a second group of files on M arch 21, 2009 comprising 1200 separate UFO cases in approximately 2000 additional pages. BAASS analysts have initiated the process of downloading, organizing and analyzing these files to determine the quality and quantity of reports that have been released by the UK government, particularly those reports that might pertain to events with national security implications. • In February 2009, the Canadian government authorized the release of 9500 pages of files pertaining to the behavior of alleged advanced aerospace vehicles in Canadian air space. The files cover the period 1947-1980. M any of the cases were investigated by the Royal Canadian M ounted Police. BAASS analysts have initiated the process of downloading, printing, organizing and analyzing these files. The aim is to delineate the extent of high quality evidence pertaining to the topic of advanced aerial vehicle performance in the 9500 pages of Canadian files. • On January 29, 2009 the D anish Air Force released 329 pages of reports on unusual aerial phenomena. All reports are in D anish; therefore BAASS contracted a D anish-English translator to produce English translations of all 329 pages of released files. The translation will be complete by M arch 13, 2009. Once the files are translated, BAASS analysts will examine them to delineate whether there are any cases that merit further study. 39 ■ThK inform ation is proprietary and confidentrat and carTTTortmtresemtrrated- or used without prior written consent from the Operating M anager of BAASS". Conclusion As BAASS makes progress in and accelerates the hiring of employees in the coming weeks, it will be crucial that the organization has rapid access to the information that will keep the scientific staff engaged. Secondly BAASS is currently accelerating the acquisition of all information pertaining to this topic in the open literature, increasingly from other countries. 40 ^-information is proprietary and confidential and carinut b F disseminated or used without prior written consent from Ilie Operating Manager of BAASS*.
