(1 ) Underground Vault: Th e need for a h igh ly secure underground vault operated by B AASS becam e apparent in line w ith a B AASS priority to pursue and acquire recovered h ardw are and biological sam ples from th e corporate w orld and/or from private individuals and groups located elsew h ere, including in B razil. It w as recognized by th e B AASS adm inistrator th at th ere w as no h igh ly secure facility at B AASS to store exotic m aterial or tissue th at th e organization could obtain. Accordingly, th e B AASS adm inistrator designed an underground facility to be located in N orth Las Vegas at th e B igelow Aerospace facility. Th e ch osen location is exceptionally w ell protected by perim eter fencing and razor w ire, surveillance cam eras and 24 h our arm ed guards w h o are retired or current m ilitary. Furth er, th e B AASS adm inistrator during th e m onth of June designed and created arch itectural plans for a 5000 sq.ft underground vault w ith 3 foot th ick w alls, ceiling and floor w ith a concrete access tunnel leading to m ultiple security doors, at least one of w h ich com prises a th ick vault steel door. Th e entire facility w ill be located underground at th e B igelow Aerospace facility w ith over 1 5-20 feet of earth above th e structure. Any surface structures protruding from th e ground w ill be extensively cam ouflaged. It is anticipated th at subject to building perm its, th e new underground facility w ill be capable of being occupied by late 2009 or early 201 0. M ore details on th is project w ill be reported in th e June 2009 B AASS m onth ly report. (2) N ew B uildings Purch ased for B AASS: B ecause of th e extrem ely rapid pace of B AASS personnel expansion (see previous section), th e 6 organization is close to outgrow ing th e current B AASS facility. Accordingly, th e B AASS adm inistrator began planning for th is eventuality late last year (2008 ) and in th e past several m onth s h as personally visited and inspected close to fifty separate buildings for sale located in different areas of th e Las Vegas Valley w ith a view to purch asing a new facility for th e rapidly expanding organization. Th is length y, tim e consum ing process culm inated in th e purch ase of five new office buildings w h ich w ill be custom ized for B AASS personnel use. As of June 3 1 , 2009 th ese five buildings are now in escrow . It is intended th at th e buildings w ill include a 5000 sq ft laboratory and secure ph ysical evidence storage facility and a second building w ill contain a secure conference room (SC IF) and adjacent office space for m ultiple personnel. Th ese new buildings sh ould be capable of being occupied by B AASS personnel by th e end of 2009. 7 Progress by Earth tech on Production of 24-3 0 Position Papers on Ph ysics of Advanced Aerospace Veh icles O n D ecem ber 3 1 , 2008 B AASS aw arded a contract to Earth tech International_ person 57 to deliver 24-3 0 position papers th at w ill be based on expanding and focusing on strategically im portant sub-projects from th e 1 2 position papers previously delivered by th e subcontractor on tw elve (1 2) tech nical areas: 1 .) B AASS h as m ultiple laboratories th at are ready to conduct forensic, ph otograph ic, m etallurgic, ch em ical, isotope, biological, ch em ical analysis of any specim ens th at B AASS receives from M UFO N . B AASS h as already h ired a team of h igh quality top investigators w ith extensive intelligence and law enforcem ent investigative experience. Th ese investigators are currently located in Las Vegas and are trained to deploy as "special forces" rapid reaction investigative team s th at are deployable anyw h ere in th e United States if B AASS determ ines th at h igh value UAP cases w arrant additional investigations. Th rough out th e m onth s of M arch th rough June, it becam e apparent th at th e num ber of cases th at M UFO N w as providing B AASS w as significantly low er th an first agreed at th e beginning of th e purch ase agreem ent contract. At th e sam e tim e, it becam e apparent th at M UFO N w as only spending about 50% of th eir allotted stipend per m onth . Accordingly, at th e end of June 2009l^p /\/\p IPerson 4 Person 4 proposed to reduce M UFO N 's m onth ly stipend by 50% w h ile encouraging th e organization to begin to use th e m oney th at rem ained unspent to m ake up th e difference. B AASS proposed, as per th e purch ase agreem ent, th at th ere w ould be a furth er review of M UFO N 's perform ance by th e end of O ctober 2009. Let m e begin by saying th at w e at M UFO N are very pleased w ith th e positive ch anges w e h ave been able to im plem ent as a result of our agreem ent. M ore im portantly because of th e dedication of our tw o organizations w e now , for th e first tim e, h ave a defined and repeatable process for quickly analyzing new cases, triaging th em to determ ine th eir level of im portance, and quickly responding to key cases w ith in h ours of being neported. Th is is a H UG E step forw ard for Ufology 12 and w ould not h ave h appened w ith out B AASS and M UFO N w orking togeth er tow ards a com m on goal of rapid response. In regards to your suggestion to m ove funding to a m id-term level, w e certainly understand your rationale for w anting to do so. Please understand th at as w e aggressively pursue oth er avenues of finding, and attracting, new cases th at our support and deploym ent costs w ill rise accordingly. Four m onth s is a very sh ort tim efram e to m easure incident and expense results considering w e w ere at ground zero just four m onth s ago. M UFO N accepts th e reduction in paym ents for th e next four m onth s w ith supplem ental m onies to com e from th e initial funds allocated from February to June 2009. W e h ope th at B AASS can reevaluate our m onth ly allocation in O ctober 2009 based on th e expected increase in expenses not only resulting from recent ch anges to deploym ent criteria but also to increased M UFO N public exposure. Again, w e are pleased to be providing services to B AASS and w orking togeth er to solve th e UFO m ystery. O ur goal at M UFO N is to m ake th is a m utually beneficial relationsh ip for m any years to com e. S incerely, AAP Person 105 13 MC» 9M a9K fM M S M C £ m M urcgcm cgcw m • June 25, 2009 D ear AAP Person 105 Th is letter is to address th e status of th e M UFO N Purch ase Agreem ent contract th at w as executed betw een B AASS and M UFO N in February 2009. Firstly, w e are pleased to see th at M UFO N is m oving ah ead w ith plans to execute contracts w ith TV and oth er m edia as a m eans of raising its national profile. W ith regard to B AASS's view point on M UFO N 's perform ance to date, Section 7 .0 of th e purch ase agreem ent defines th ree alternative scenarios based on th is June perform ance review : 1 .1 Im m ediate term ination effective June 3 0, 2009, of th e contract for Seller's failure to provide th e quality and quantity of inform ation to th e satisfaction of B uyer. 1 .2 C ontinuation of th e Agreem ent under th e sam e term s and conditions as agreed. 1 .3 C ontinuation of th e Agreem ent w ith a m erit-based increase in price for th e Product. Th ere are tw o aspects th at h ave em erged from M UFO N 's m onth ly reports th at h ave caused B AASS significant concern. Th ey are: (1 ) W e note th at for th e m onth of February/M arch , M UFO N spent $ out of $ allocated; in April, M UFO N spent $ out of $56,000 allocated; and in M ay, M UFO N spent $ out of $51 ,000 allocated. Th erefore, it appears th at B AASS is sending excessive sum s to M UFO N on a m onth ly basis. 1 1 ,01 4.3 7 7 4,666.67 23 ,8 03 .95 23 ,8 1 2.00 (2) W e feel th at M UFO N 's productivity does not m atch th e m onth ly contract aw ard. As of m id-to late June, B AASS h as not received adequate num ber of cases to justify spending $51 ,000 per m onth , nor h as M UFO N ram ped up its h iring rate to accom m odate th e m onth ly $51 ,000 stipend as evidenced by th e fact th at th e m onth ly expenditures by 18 4 3 (a)(2) 1 M UFO N from April and M ay 2009 h ave reach ed a plateau at $23 ,8 03 .95 and $23 ,8 1 2.00 respectively. For th ese reasons, w e propose a Ph ase II funding level betw een July 1 and O ctober 3 1 , 2009 of $25,500 per m onth . Th is sum , w h en added to th e unspent M UFO N allocations (estim ated at approxim ately $1 20,000 for February/M arch , April and M ay 2009) sh ould be m ore th an sufficient to alm ost double M UFO N 's present h orsepow er. R egardless of th e above, w e believe th at th e accum ulation of large sum s of unspent m oney w as not in th e spirit of th e B AASS-M UFO N purch ase agreem ent. It m ay be argued th at M UFO N h as taken som e tim e to ram p up to th e present levels and h ence could not spend th e allocated m oney. In response w e propose th at from July 1 - O ctober 3 1 , if M UFO N com bines th e m onth ly stipend ($25,500) w ith a m onth ly portion of th e unspent B AAS5 m oney, th en a net m onth ly sum of approxim ately $55,000 is available for M UFO N 's operations. W e believe th at th is m ech anism w ill be adequate for M UFO N to expand to a h igh er level of perform ance betw een July 1 and O ctober 3 1 , 2009. B y O ctober 27 , 2009, w e w ill h ave anoth er opportunity to exam ine th e m onth ly contract aw ard in ligh t of M UFO N 's progress in expanding its organizational productivity. [C ASE 1 7 097 ] A: ***** ***** <;> Qn a recen{ trjp wjth my partner heading towards B ig B end State Park, just past Marathon Texas. While driving around noon on a sunny day ,1 noticed a shadow cross over the hood of the car. I thought it was probably a bird casting a shadow. Within seconds out of the corner of my right eyes I saw something very bright heading towards the passenger side of the window at a rapid speed. I turned my head towards the passenger window and noticed that my companion was staring out at the same object. It looked like a extremely bright form with blowing arm like extensions faster than seconds it appeared to pass thru the car. The entire car interior was white, absolute white, I could not 29 see anything outside nor inside, although I was still facing the passenger .The stereo was on but I don't remember any sound either just glowing bright light. I have no idea how long the form took to pass completely thru the car. The car seemed to move back and forth with a jolt. The next thing that I remember is that my hands grabbed the steering wheel and I turned towards my partner and said " Why are we doing this." We apparently were still facing each other, he has a terrified look on his face and shakes his head. I said "What happened ?" He said something hit the car. I reached out and stopped the swinging motion of the cross hanging from the rear veiw mirror. Realizing that the swinging motion supported the fact that the car had moved violently. I look in the rear view mirror to see if anything was behind the car, as if I had hit something. There is nothing behind us .B oth of us turn and look out of the window trying to determine what had slammed into the automobile. Nothing around us behind us . I almost stopped but thought that whatever had hit the car might somehow somewhere be outside. I slowed down still visually searching for some kind of animal, object, thing but nothing seemed visible. Let me mention that it was around noon on a clear day. I had a CLEAR mind and was in a calm mood. I am a logical person and do not seek fiction in life. Factual and sensible. This is a occurrence that both my partner and myself witnessed at the exact same time [C ASE 1 68 1 4] B: ft**** ***** c> My Partner and I were driving to B ig B end National Park on vacation. We were about 50 miles south of Marathon, Tx on 38 5 heading south. It was a clear day, and we were both well rested and excited about our trip. I was gazing out the window at the mountains and the desert terrain. We had to be doing about 8 5 mph. I was in the passenger seat. I noticed out of the corner of my eye something extremely bright and moving fast toward the car. I saw what looked like a teardrop shaped head for lack of better words with a thin line of what appeared to be a shiny band of silver wrapped around the center. I thought I saw what looked like a figure in a running man pose supporting the teardrop head, but I couldn't be absolute because the entire thing was engulfed in an indescribable white light, and was followed by light tracers. I don't know if the figure or thing moved through the vehicle but as quickly as i saw the thing the cab of the SUV was filled with the light. The vehicle moved in an upward circular motion but never left the ground kind. The light exited the vehicle on the driver side. I saw my partner who was driving look at me. He was pale white and disoriented, and he said to me "What are we doing?". I said, "I don't know. "And 30 that was it. A Few things:# !.. The radio was playing in the car quite loud, however when the light moved through the vehicle there was no noise, not even the sound of the car on the road. # 2 When the light was in the vehicle, it was all you could see. No definition to anything, just white light. After it was over I did not see spots like one normally would after being exposed to UV lights. # 3 My partner was driving the whole time, and never lost control. # 4 It was not cloudy, it was broad daylight. # 5 There were no other cars in sight.# 6 There were no bumps or dips in the road to excuse the motion of the vehicle.# ? No dust devils in sight before or after.# 8 The vehicle was not damaged in any manner.# 9 We were completely sober.# 10 We had the same experience with slight detail differences. # 11 We were panicked right after it occurred, but shortly after we were very giddy.# 12 We didn't discuss it much after the vacation was over, however when we got home, every time we discussed it together we would get extreme anxiety. When we discussed it separately with our friends we were okay. IV. Investigator N arrative: 6/22/09 I contacted th e w itness by ph one on 6/1 8 /09 and set up an interview for 6/1 9/09 at 3 :00pm PST. I arrived in G rants Pass, O regon on 6/1 9/09 at around 2:00pm PST. I m et th e w itness and h is w ife at th eir residence. I asked perm ission to tape record th e interview and h e agreed. H e began h is narrative, and spoke of seeing six to ten w h itish -yellow ish ligh ts/orbs th e size of aspirins at arm 's length , betw een tw o 67 tree lines. (See ph otos attach ed) H e said th ey flash ed and flickered appearing and disappearing in m ultiple spots but in th e sam e general location in th e w estern sky. Using a compass, I verified the location of the orbs were southwest. All th e orbs w ere diffused, appearing in th e clouds and under th e cloud deck. Th e w itness also saw a crescent sh aped object about th e size of a h alf-dollar th at seem ed to "th rust out of th e cloud th en disappear". Th e w itness stated, "It w as a dark nigh t". The night of the 16th was a moonless night, for the moon had set at 2:18 pm that day. The only planet that could be seen in the southwestern sky during that time was Saturn, but it's only a magnitude of+0.9 to +1.0, and is reported as "dimmer than usual" based on the fact that Saturn's rings are currently visible "edge on". H e w atch ed th is "ligh t display" from h is front porch for about 1 0-1 5 m inutes before seeing a car approach ing from th e south end of th e road. As th e car cam e closer, it w as th en th at h e noticed a pair of deep purple eyes from across th e street. W h en th e car passed by th e w itness, h e looked back at th e spot w h ere h e saw th e eyes and w as sh ocked to see a w h itish h um anoid sh ape stand up and quickly w alk along th e neigh bor's yard th is side of th e fence. Th e w itness said th e entity's h ead seem ed larger th an th e rest of th e body and h e could not see its feet. N O TE: Th e w itness said th at th e neigh bor across th e street does not occupy th e h ouse on a regular basis. Th e nigh t of th e 1 6th , th e w itness noticed no ligh ts on, and assum ed th ey w ere not at h om e. 68 The road between the two properties is paved higher and the ditch is not apparent from his front porch. 1 took pictures of the area across the street from the sighting location and measured the distance with a laser rangefinder. The distance from the witness to where the entity was sighted is 43 yards. J walked across the street and saw where the "eyes " were seen. There is a ditch that runs along the road and the fence of the neighbor's property. The ground is overrun with grass and is uneven, hut is relatively flatter closer to the fence. The witness was not sure how far from the fence the entity was, only that from his perspective, the top of its head was a little higher than the fence. The fence is approximately five feet high. Th e w itness lost sigh t of th e entity because a teleph one pole on h is property obstructed h is view of it. H e becam e unnerved by w h at h e saw and called h is w ife outside to tell h er about it. H e also w anted confirm ation from h er th at sh e could see th e ligh ts in th e sky th at w ere still continuing to flash and flicker in various spots. Sh e said sh e saw th em and also noticed a large red ligh t low er in th e sky th at w as like "turning on a flash ligh t". Th e w itness saw th e objects in various degrees, th e h igh est location being 45 degrees. H is w ife saw th e red ligh t at about 25 degrees above th e h orizon. / had the witness draw a drawing of the orbs and crescent object, and his wife added where she saw the red object. He also drew a drawing of the entity he saw. (See drawings attached) B oth th e w itness and h is w ife rem ained outside w atch ing th e orbs for about 1 0 m inutes. Th e w itness said h e observed th e ligh ts/orbs for about 20 m inutes total. Afterw ards, w h ile still outside, th ey h eard a low flying jet. It w as not actually seen by eith er one of th em , but th ey both agreed th at a jet flying th at low w as unusual. The interview ran I -1/2 hours. 69 The nearest military installation is Klamath Falls about 120 miles to the east. Medford International is about 30 miles to the south, and Grants Pass Airport is to the north. On 6/22/09 I called the Grants Pass Sheriff's office to ask if there were any reports made on 6/16/09 of anything unusual seen that night. I was fold no reports were logged in for anything unusual for that night and time. B oth th e w itness and h is w ife could not sleep th at nigh t. Th e w itness said h e w oke up th e next m orning extrem ely drained and both h ad h eadach es th at lasted a couple of days. I found the witness and his wife down to earth people who seemed credible, sincere and intelligent. I saw no signs offobrication of their sighting through body_______ language or facial expression. Th e dog w as raising and low ering h er h ead, staring in th e direction of w h ere the witness ultimately saw the eyes. Th e above listed m aterial w ill h ave to be in translated and analyzed to see w h ere it fits in w ith B AASS guidelines. Th ere is still a trem endous am ount of inform ation at th e C PU h eadquarters in Fortaleza, w h ich is available only to B AASS. Issues w ith C PU, Fortaleza: 1 . Th e C PU h as investigated som e 3 41 8 case w h ich B AASS h as been given perm ission to access and copy; h ow ever, th e C PU files are in total disarray. B y th is I m ean all th e case files are m ixed togeth er and spread th rough out different room s at th e C PU. Total collection w ould take at least 3 to 4 w eeks to copy everyth ing. 2. Th e C PU h as several item s of evidence; h ow ever, it is unknow n if th ere is a ch ain of custody associated w ith any of th e item s and at th is tim e th e C PU h as not auth orized B AASS to analyze anyth ing. R ecom m endation: Since th e C PU h as opened th e entire UAP files investigated for th e past 50 plus years to B AASS, I recom m end th at w e m aintain our contacts w ith n^aT^ land return in th e future to retrieve th e rest of th e files. Issues w ith C SPU, Sobral: 1 . Th e C SPU is in m y opinion too com m ercial. Th ey utilize th eir investigations to sell new spapers. Som e of th e incidents th e C SPU h as investigated and reported about, th e C PU h as identified as false and or m isleading as a result of m edia h ype. R ecom m endations: B AASS h as establish ed a rapport w ith th e director of th e C SPU. I suggest w e stay in contact w ith th e C SPU and m onitor w h at type of reports th ey are receiving and determ ine on a case by case basis if B AASS w ish ed to be involved. R ecom m endations for C ach oeira: A uranium m ine is located in th e Itatira R egion. According to th e public officer in th e C ach oeira area, th e m ine in Itatira is going to be re-opened again under a new contractor. D ue to th e tim e fram e of th e sigh tings, w h ich coincide w ith past 112 construction at th e m ine, B AASS m ay w ant to stay in contact w ith th e public officer to learn of new sigh tings. R ecom m endations for C olares area: D ue to th e lim ited statem ents m ade by th e C PU about th e ongoing activity in th e C oloares area. M y recom m endation w ould be th at w h en th e w eath er forecast is good, a team of B AASS investigators deploy to th e area to set up surveillance in h opes to capture footage of UAP activity and to interview any eyew itnesses. Th is task could be accom plish ed by utilizing m em bers of th e C PU as guides.
